Most SMTP servers (including the one that serves Arrow Hosted) will try to deliver your message multiple times until it receives some sort of reponse from the recipient's mail server. For example, the recipient's mail server may be having temporary functionality issues. If the recipient's mail server does not send back a bounce message or an acknowledgement of delivery, Most SMTP servers (including the one that serves Hosted) would interpret the attempt to reach this recipient as a failure and try again.
That said, if problems of the above nature exist on the recipient's end, it is possible they would see multiple copies of your same message. You may want to point this out to your recipient if they ask, so they can fix any problems on their end.
