Question/Problem:
After installing Oracle9i client I can no longer connect to an oracle

Answer/Solution:
**PLEASE NOTE: This kb article is depricated. The application no longer supports Oracle. To purchase the latest version of Arrow for use with MS SQL, please contact Q5 Media.**

From your asp page, the the default user account does not have access permissions to the files/folders in the ORACLE_HOME directory. Check the permissions on the folder and see if the IUSR_XXX account is listed and has at least read/write/execute permissions.
